SolaRoad primarily targets road surfaces and pavements that are not used most of the time. This is where there is the least shading and minimal wear from traffic. These are pre-eminently footpaths, cycle paths, smaller roads of municipalities, provinces and water boards. They also have the most surface area: about 120,000 km of the total 140,000 km of roads in the Netherlands.

But there are also plenty of opportunities in the national road network, such as hard shoulders and service areas. These are also the areas that Rijkswaterstaat primarily identifies as pilot locations for solar roads.

Application on the carriageways of freeways is, for the time being, less obvious because of the intensive use, the high noise and water drainage requirements, in combination with the relatively small proportion of the total road network.
